"Down and Out" simultaneously tells the story of one homeless family -- The Gayles -- and the failure of Mayor Bloomberg's five-year plan to cut homelessness in New York City by two-thirds. Six years after the plan was introduced, homelessness is at an historic high. As the economy worsens and the Bloomberg administration cuts services, the Gayles find it increasingly difficult to find affordable housing and to leave the shelter system once and for all.
